EU Commission: ban cages and the killing of male chicks!
In 2021, the European Commission promised to end the use of cages and ban the killing of male chicks, following a European Citizens’ Initiative backed by 1.4 million people.
That promise still isn’t law. The Commission has published its Livestock Strategy, but strategies aren’t legislation. Millions of animals remain trapped in cages, and millions of male chicks are still killed in the egg industry.
We’re calling on the Commission to turn its promise into binding legislation, before this opportunity is lost.
Ursula von der Leyen, it’s time to speak up.
On 16th September, Ursula von der Leyen will make her State of the Union address, setting out the European Commission’s priorities for the year ahead.
One sentence would confirm that Europe intends to end the cruel caging of farmed animals. Silence would say the opposite.

The EU Commission responds to our animal protection appeal
Approximately two weeks before the publication of the EU Livestock Strategy, we submitted an animal protection appeal – signed by high-profile experts – to EU Commission President Ursula von der Leyen. In a personal response, the Commission now reaffirms its intention to carry out a targeted revision of animal welfare regulations in line with the Livestock Strategy.
Among other measures, the Commission intends to present “a targeted revision of the animal welfare rules for laying hens and broilers” including “an end to the systematic killing of male chicks” by the end of 2026. By Q2 2027, a similar proposal on pig welfare is also planned,” the letter addressed to us states.
